Who we are.

 The Blue Hills Ranch Landowner's Association was incorporated in 2000, and serves as a rural road maintenance organization for the Blue Hills Ranch Subdivision. 
  
The BHRLOA Subdivision roads are private roads, for use by members and their guests, and were deeded to the association in 2007.   The BHRLOA's effectiveness is dependent upon volunteer participation by all owners, in performing the routine and seasonal care and maintenance of our roads.

There are 144 lots in the Blue Hills Ranch Subdivision, and approximately 10 miles of private roads.  
Current annual assessment per "sold" lot:  $50.00.
The Developer's "unsold" lots pay a "Developer Exception" rate of 1/5 or $10.00 per "unsold" lot.

Projected Annual Income for BHRLOA:  $6000.00

The roads are minimally maintained by an outside contractor, volunteers using equipment owned by the BHRLOA (grader/currently inoperative), or volunteering their personal equipment (drags, etc.).  A 4-W/D is necessary during seasons of inclement weather.
 
The Blue Hills Ranch Landowner's Association is governed by Catron County Subdivision Regulations, NM State Statutes and the Blue Hills Ranch Landowner Association's Community Documents.  

Plans

Maintenance & repair of the Association's roads, road grader, equipment & assets are among the Association's top responsibilities. 
The Association works to clear the easements of potential hazards and elements (i.e. shade, obstacles), that create hazards a nd perpetuate and sustain damage to our roads with the goal of reducing repeated and costly maintenance and repair. 
Members interested in trimming & cutting trees and shrubs in the Association's easements, that abut their property at the road, are encouraged to contact the Vice President for direction on governance and cleanup.

The Blue Hills Ranch Subdivision is located in The Frontier,   urban, suburban, rural.


The Blue Hills Ranch Landowner's lots are zoned Residential


The Blue Hills Ranch (Subdivision) Landowners Association does NOT provide for a community well. 

  • The Developer's Disclosure states: "Community Well - N/A."
  • The Blue Hills Ranch Landowners Association does not provide for, fund, repair or maintain a well for use by any landowner(s), and carries no liability with regard to any private well used by owners.   Assessments are collected solely for the maintenance of roads and the expenses incurred for governed responsibilities.


The Blue Hills Ranch Landowners understand that after a rain or a heavy snow, our PRIVATE roads are some of the most difficult to navigate.

  • Familiarize yourself with our Monsoon Season.  Drive in and out 'on the freeze'.  It cannot be stressed enough that a 4-WD is necessary during and after bouts of inclement weather. 
  • Our budget allows for 1 -2 (one or two) passes per year, by an independent contractor.   Ruts created tomorrow may be there for 6 months or more. 
  • Cut roads are grandfathered in and may be nearer to a property pin than depicted on maps.  Viewing a lot prior to purchase is highly recommended.


Wild & Domestic Animals

  • Blue Hills Landowners have spotted badgers, wolves, coyotes, elk, deer, rabbits, road runners, bears and a variety of birds, on their lot(s).   
  • Landowners may have livestock, pets and working animals such as horses, goats, chickens, dogs, cats and more.   
  • A mobile veterinarian is available in Quemado, on a monthly basis.

Association Membership

Members shall all be owners and shall be entitled to one (1) vote per lot owned. 
Voter privileges are suspended for Members who have unpaid assessments due.
